The US Copyright Office has opened an inquiry into the regulations regarding AI and copyright. The public may comment through Nov 15th.
Looking at their background information, they have already done a very respectable amount of research on the topic. I feel like the question is in good hands with this office.
Key questions that they list are:
(1) the use of copyrighted works to train AI models;
(2) the copyrightability of material generated using AI systems;
(3) potential liability for infringing works generated using AI systems; and
(4) the treatment of generative AI outputs that imitate the identity or style of human artists
